The major objective of this component is to establish and strengthen the vertical linkages between formal FIs and grassroots MFIs; support FIs in facilitating the provision of Innovative Microfinance; support NGOs to extend Innovative Micro-finance services; assist the institutions strengthen MFI apex associations; operationalise the decentralised MFIs Regulatory and Supervisory Framework developed by BOT; and improve the system development and performance through the establishment of data bank.

Strategies for success include support for the creation of effective linkages between the FIs and grassroots MFIs by providing savings facilities, the banking relationships, with grassroots MFIs and testing of innovative products and mechanisms. In addition, there is need for provision of RFSP Microfinance facility. The PMU, in collaboration with Financial Institutions have the overall responsibility for ensuring that the objectives of this component are successfully accomplished.

This component consists of six sub components namely:

Establishment and strengthening innovative linkages between formal banking institutions and grassroots MFIs
Support to FIs to facilitate the provision of innovative microfinance services
Support to NGOs to extend innovative micro-finance activities
Institutional strengthening of MFIs apex associations
Operationalisation of the regulatory and supervisory framework for the micro finance operations within the RFSP regions.

Establishment and Strengthening Innovative Linkages Between Formal Banking Institutions and Grassroots MFIs

The major role of this subcomponent is to enable formal banking and grassroots MFIs to develop FIs to MFIs savings mobilization and lending products to include wholesale lending at market rates to credit worthy viable grassroots MFIs for retail on – lending to their members by provision of training in the principles of micro-financing

The PMU, in collaboration with its partners, (e.g. FIs) have the overall responsibility for this sub-component.

Support to FIs to Facilitate the Provision of Innovative Microfinance Services

The major task of this subcomponent is to pilot test and develops essential down-stream linkages between the co-operative and community banks in the urban and Peri-urban areas of RFSP regions and rural households. Strategies for success include: assisting co-operative and community banks in the urban areas and rural households in Phase 1 to expand their savings and lending services to involve individual clients, SGs and MFIs by encouraging them to establish micro-finance services in the RFSP areas; and to avail consultancy assistance from local specialists to assist with appropriate promotion materials while participating banks will also be assisted with finance for material purchase and printing.

Support to NGOs to Extend Innovative Microfinance Services

The main role of this subcomponent is to broaden the range of financial services available by supporting the extension of NGOs operations to rural areas as well as supporting the provision of special lease/hire purchase services to rural women. The PMU, in collaboration with its partners (NGOs), have the overall responsibility for this sub-component.

Institutional Strengthening Assistance for MFIs Apex Association

The main role of this subcomponent is to support and operationalise the establishment of TAMFI and further strengthens SCCULT in the programme Regions. Strategies for success include

  • To promote and co-ordinate programme sponsored micro-finance initiatives;
  • To assure that prudential inspection of member MFIs is undertaken on time and fully in line with BOT requirements
  • To provide on the job training for member MFIs

PMU, in collaboration with BoT, have the overall responsibility of this subcomponent.

Operationalisation of the Regulatory and Supervisory Framework within the RFSP Regions

The objective of this subcomponent is to ensure that FIs, MFIs, NGOs and international lending operations fully conform with BOT registration, supervision and inspection regulations; as well as to develop a national data bank on Microfinance to serve the programme areas. Strategies for success include:

  • To supplement World Bank programme by financing services of zonal workshops for FIs and NGOs handling microfinance to brief them on BOT requirements for NGOs, FIs and MFIs
  • To assist BOT in developing operationalisation of its mechanisms through the financing of an international study tour for key BOT personnel and representatives of Micro-finance industry to review and evaluate cost effective and efficient MFIs regulation and supervision systems operating in other developing countries.
