The government programme on Rural Financial Services (RFSP) commenced in January 2002. The RFSP, under the auspices of the Prime Minister’s Office, aims to achieve sustainable increase in incomes, assets and food security of poor rural households through enhancing their capacity to mobilize savings and investment in income generating activities. This is planned to occur through development of a viable financial system, well suited for the rural environment, and capable of networking with the existing financial institutions.

The programme’s National Coordination Office is based in Mbeya, with Zonal Coordination Units operating in Dodoma (for the Central zone; covering 6 districts), Moshi (for the Northern zone; covering 4 districts), Iringa (for the South Eastern zone covering five districts) and Mbeya (for the South Western zone covering seven districts). Operations at the district level are coordinated under the District Executive Director’s office, where a District Micro-finance Institutions Supervisor (DMFIS) is directly responsible for the programme’s support activities to the grassroots MFIs.

RFSP is collaborating with various financial institutions at district, regional, Zonal and national levels towards attainment of its objectives. These include CRDB bank, PRIDE, SELFINA, Mbinga and Mufindi community banks, and SCCULT. CRDB, PRIDE and the community banks provide a variety of services including insurance, loans, training, etc while SELFINA provides lease financing to rural women, and SCCULT is an apex organization for SACCOS which provides a variety of services including loans and training.  The Programme facilitates linkage of gMFIs to these institutions whereby the linked gMFIs benefit from wholesale loans, training and other bank services.

The Programme is being financed by:

  • The International Fund for Agriculture Development (IFAD),
  • The Swiss Government,
  • Government of Tanzania, and
  • The Beneficiaries.
